Oregon Community Development Collaborative
Oregon Community Development Collaborative (OCDC) is a joint effort of NPF, Enterprise Community Partners, and Oregon Housing and Community Services Department. The mission of the OCDC is to create positive community change and improve the quality of life for low and moderate-income households in Oregon. To this end, OCDC invests operating support and provides technical assistance to community-based development organizations that demonstrate the ability to effect physical and social change in their communities and/or in the lives of their constituencies.
The primary goals of OCDC are to:
- Build a network of high performing, stable, community-based organizations that demonstrate concrete improvements in the management and leadership of OCDC funded organizations.
- Increase the scale and effectiveness of community stabilization and revitalization led by OCDC grantees.
Eligibility
For this program, eligible applicants for the 2008-2009 grant year are those organizations that satisfy the following requirements as an Oregon CDC or State CHDO:
Community Development Corporations:
- Incorporated and in good-standing as an Oregon 501(c)3 non-profit organization;
- Serving a low-income constituency and geographic area;
- Committed to a primary mission focused on the provision of affordable housing;
- Demonstrated track record and expertise to successfully complete community development projects;
- Accountability to a low-income community or constituency by providing a structure for low-income beneficiaries to participate in the organization’s decisions regarding the development, operation of projects, and organizational activities; and
- Received OCDC funding for the 2007-2008 grant year.
State CHDOs:
- Must be currently certified as a CHDO by the State of Oregon, and
- Must have:
- Current HOME project (from funding reservation through six months after certificate of occupancy) in the Oregon service territory, or
- Site control for a viable HOME project, plus
- Current Spring CFC application with pending HOME funding decision, or
- Fall CFC application for a HOME funded project. If applying under this option,
- documentation of site control must be included in the attachments
- the form statement from the RAD must be included in the attachments, and
- CHDO operating support contracts will not be signed until the application is received
